A thief and scammer and thanks to the Global TV article that is from Dec 28 2007 his identity is now confirmed. The Police want to talk with you Theocharis Georgopoulos.

He gets as much money up front as possible and he never completes work thats the scam,
Because as long as there is a contract verbally or written th police will say its a civil matter for the courst not a criminal matter. And he can steal MORE money with a pen then a gun.

We had to bring in a reputable company to repair replace correct and complete all work he did.

He acts in an unprofessional uneducated manner, never returns calls, proven unreliable, just grabs deposits he never completes the work. DO NOT HIRE HIM!

A bad floor installer who will show up take your deposit and then you will have to chase him to get any work done
If he does come back he wants the money in cash and then works for a few hours and leaves the job uncompleted. And then you must chase him to get any further work done.

Wow, I cannot believe what a criminal Harris is. He goes by a new company name of Home Improvements, he used to be “Floors by Harris” but because of all the people he has scammed he changed his company name and phone numbers. Please beware he is still taking peoples money by asking for most of the money upfront for a job and certifying the cheques and cashing them. He does not come back and complete the job, he only starts it. He will then ignore your phone calls. His new phone numbers are:

What really annoys me is that Global T.V. did a story on him trying to track him down and nothing happened.

He lives in a really nice house obviously from stealing money from other people. He also drives a red jeeep and a white BMW. Please homeowners beware of him. He is stealing thousands of dollars from innocent home owners. Remember this guys has been doing this for at least 3 or 4 years or possibly more…he knows how to lie and promise to come back and complete the job. He also does not pay his subcontractors, we had a lien put on our house because he did not pay the electrician, so we are ultimately responsible. We are taking him to court over this have no doubt!

T.georgopoulos is commiting crime take advantage of Canadien legal system he does very calculated moves he is stealing from home owners quoting less then the market price .
He actualy install hardwood at one or two customers and then use that as a refrence for the neighbourhood so that he gets more clients.
then he get in to a writen contract with home owners promising to complete in a week or two
ask for deposit to buy material ( less then the market price home owners fall for it) e.g
1200 sq/ft he will ask for a payment of 3500 .00 dollers to buy hard wood, quteraroubd nosing etc.he acepts checques or cash any thing because he knows how to deal with you later.
then after a week he will call you and say the hardwood company made a mistake and brought wrong colour and it will take another week or so to get the colour you have chosen.
then after a week he will come to your home rip of your carpet from one or two rooms put it out side in 45 minutes(if you allow him to your home big mistake because now he is safe because he worked at your home you cant go to crimnal court it will go to small claim courts) and he will say to that he will be back with the material nextday...that, s it.
then he will not come back. you call him 100 times he will talk to you saying he will return deposit if you can not wait another mistake he never return your deposit.
He never say he will not give your money back but he will give you excuses not pay you.
I am wondering some day some one is going to teach him a lesson.
I will disclose more on him next time.

Dangling Deposit Over Flooring- Court Case

Verica Kivac lives in a renovated Brampton apartment she owns, one recently renovated with a new kitchen and hardwood floor.

The first flooring contractor she found - had agreed to get the job done - before she moved in last spring.

"He said if I wanted to reserve my time, I had to give him $4433," says Kivac.

It was a large upfront deposit on a $6900 dollar job.

And the contractor did do part of the work: ripping up and removing the old carpet.

But Kivac was really floored when later, the contractor didn't come through with the hardwood or install it. Despite her persistent phone calls.

"And I (said) to him, 'you better stop the game you are playing with me.' And after that he didn't answer at all," Kivac said.

She had hired Theocharis Georgopoulos - who runs a company called Floors by Harris. We first called him early this fall to find out what happened to Kivac's money.

In a statement, his lawyer told us Georgopoulous spent a:

"fair amount of time...attending...two stores to search out and order flooring that would satisfy Ms. Kivac's specfic preferences..." - in other words, finding the type of floor she wanted.

He said: "there was a great deal of work...done...in removing and disposing of the existing carpet and tile" from the home. But not $4400 worth!

Kivac said the workmen were there a couple of hours, at most. She hired another company to put in the hardwood floor.

"I do want my money back, because I was working very hard to save that money," she said.

As a homeowner, it's usually not a good idea to pay large deposits up front: if the contractor doesn't show up, it's not easy to get your money. Reputable renovators charge you for work in stages.

"I'm very frustrated, I am disappointed," Kivac said.

When she called us -- we phoned the contractor and his lawyer repeatedly - for an explanatation.

Earlier this month, Georgopoulous finally paid back $4000, representing the full deposit less $400 for the removal of the old carpet (Floors by Harris maintains the value of that work was actually $1400.)

As we finally caught up to Georgopoulous with a camera rolling - he had no explanation for why it took so long to return the balance of the money. His lawyer told us Floors by Harris has hundreds of satisfied customers.

But Verica Kivac says she's not among them.

Kivac went to the police, she also filed a small claims court action. There is at least one other complaint against Floors by Harris with the Ontario consumer ministry.

If you're doing home renovating - negotiate the smallest deposit you can. In some cases, like custom kitchen renos -it's fair to be asked to pay more. But in general, for most projects, think: pay as you go - and you'll cut your risk.
